Goal: preserve existing docs, add missing docflow infrastructure.
## Steps
1. Run doctor:
```bash
bash scripts/docflow-doctor.sh --target <REPO ROOT>
```
2. Choose docs root:
- Use detected docs root if present.
- Else use `docs`.
