## Project roster eligibility
On any project that uses `/orchestrate init`, all installed agent and skill files stay on disk. **Discoverability does not mean activation.** The active set is recorded in `.agent-sync/TEAM.md` and the eligible routing table in `.agent-sync/ROUTING.md`.
