# Plan Mode Mastery

## Why This is Copilot-Exclusive

Copilot CLI has a **dedicated Plan Mode** activated by Shift+Tab that fundamentally changes
how you interact with the agent. Instead of executing immediately, Copilot creates a structured
plan with SQL-backed todo tracking, presents it in the terminal for review, and lets you choose
between interactive execution, autopilot, or fleet mode. Claude Code also has a plan permission mode;
Copilot's differs in linking the plan to SQL todos and to the autopilot/fleet hand-off.

> **Using another tool?** This skill describes Copilot CLI's own features (Plan Mode, the
> `exit_plan_mode` tool, SQL todos, Autopilot, Fleet). Cursor, Antigravity, and Claude Code do not
> have these, so there use only the general ideas — plan first, track steps, checkpoint — and
> ignore the tool-specific commands.
